How GS Locality Pay Works
General Schedule locality pay adjusts federal salaries based on the employee’s official duty station. OPM establishes locality pay areas for specific geographic regions, while employees outside those designated areas generally use the Rest of U.S. locality schedule.
Each locality has its own annual GS salary table covering GS-1 through GS-15 and Steps 1 through 10. The salary shown in an official locality table already reflects the applicable locality adjustment, so the locality percentage should not be added to the published salary a second time.
To find the correct salary, first determine the employee’s GS grade and step, then identify the locality pay area that covers the employee’s official duty station. Select that locality from the directory above and locate the applicable grade and step in its salary table.
Locality pay areas are based on geographic boundaries rather than simply the nearest major city. Employees should verify that their official duty station falls within the applicable OPM locality definition before using a locality salary table.
The standard locality tables do not cover every possible federal pay situation. Certain positions may be subject to special salary rates, law-enforcement schedules, pay limitations, or other special pay provisions. When one of those rules applies, the standard GS locality table may not represent the employee’s final scheduled rate.
