The 2025 General Schedule base pay table covers GS-1 through GS-15 and Steps 1 through 10. OPM's 2025 base schedule incorporated a 1.7% General Schedule increase and became effective in January 2025. The amounts below are nationwide base rates before applicable locality pay or other special pay provisions.

2025 GS Pay Scale

The 2025 General Schedule (GS) pay scale is the federal base salary schedule for employees covered by the General Schedule. The official 2025 OPM base table contains 15 grades, GS-1 through GS-15, with 10 steps within each grade.

OPM's 2025 base salary schedule incorporates a 1.7% General Schedule increase and is effective January 2025. The salaries in the table below are national base rates. They do not include locality pay.

2025 GS Pay Increase

The official OPM Salary Table 2025-GS states that the 2025 national General Schedule base rates incorporate a 1.7% General Schedule increase. The schedule became effective in January 2025.

The 1.7% increase refers to the General Schedule base salary schedule. An employee's locality-adjusted salary can reflect a different overall change because locality payments are applied separately through the applicable locality salary table.

How to Read the 2025 GS Pay Table

To use the table, find the employee's GS grade in the first column and then move across the row to the employee's step. The amount at that intersection is the employee's 2025 annual GS base rate.

For example, the official 2025 base table lists GS-7 Step 1 at $42,679, GS-11 Step 1 at $63,163, and GS-12 Step 1 at $75,706. These figures are base rates and should not automatically be treated as the employee's final geographic salary.

GS Grades in 2025

The General Schedule uses grades GS-1 through GS-15. A grade identifies a position's level within the GS pay system. The salary range increases as the grade increases.

For 2025, the official base schedule starts at $22,360 for GS-1 Step 1 and reaches $162,672 for GS-15 Step 10. These are the lowest and highest rates appearing in the standard 2025 national GS base table.

GS Steps in 2025

Each General Schedule grade contains 10 steps. Step 1 is the first salary rate listed for a grade, while Step 10 is the highest step shown for that grade in the standard schedule.

The dollar difference between steps is not the same for every grade. For example, OPM's 2025 table shows a regular within-grade amount of $1,148 for GS-5, $2,524 for GS-12, and $4,171 for GS-15. The GS-1 and GS-2 rows are marked by OPM as having varying within-grade amounts rather than one uniform amount across all steps.

2025 Base Pay vs. Locality Pay

The salary table above is the 2025 national GS base schedule. Most GS employees working in covered locations in the United States use an applicable locality salary table rather than receiving only the national base amount.

OPM publishes separate annual locality tables for designated locality pay areas. Those tables incorporate the GS base schedule and the applicable locality payment for that area.

For example, OPM's 2025 Rest of U.S. salary table incorporated the 1.7% General Schedule increase and a 17.06% locality payment. OPM reported a 1.91% total increase for that particular 2025 locality schedule.

A locality percentage should not simply be added again to a salary that has already been taken from an official locality table. The published locality salary amount already reflects the locality adjustment.

Which 2025 Pay Table Should You Use?

The correct 2025 salary schedule depends on the employee's pay system, grade, step, official worksite and any special pay provisions that apply to the position.

Use the national 2025-GS table when you need the underlying GS base rate. For a covered employee whose salary includes locality pay, use the applicable 2025 OPM locality table for the employee's official worksite.

Some employees may instead be covered by a special rate schedule or another pay schedule. Therefore, the standard national GS table does not necessarily show the final scheduled rate for every federal employee.

Special Rates and Other 2025 Pay Schedules

OPM maintains special salary rate schedules for certain occupations and locations. A special rate may apply when the position meets the coverage requirements of a particular special-rate table.

OPM's 2025 special-rate material states that an employee covered by a special-rate schedule receives the applicable special rate unless the employee is entitled to a higher rate of basic pay under another authority, such as a higher locality rate or retained rate.

Federal law-enforcement employees who meet the applicable statutory and regulatory definition may also use separate OPM law-enforcement salary schedules. Those schedules should be checked instead of assuming the ordinary GS locality table applies.
