2023 GS Pay Scale
The 2023 General Schedule pay scale provides the official base salary rates for federal employees in GS-1 through GS-15 and Steps 1 through 10. OPM's 2023 base schedule incorporated a 4.1% General Schedule increase and became effective in January 2023. Use the table below to find official 2023 GS base pay before locality adjustments.
2023 GS Pay Scale
The 2023 General Schedule (GS) pay scale is the nationwide base salary schedule for federal employees covered by the General Schedule. The official U.S. Office of Personnel Management table contains 15 grades, GS-1 through GS-15, with 10 steps within each grade.
OPM's official Salary Table 2023-GS incorporates a 4.1% General Schedule increase and is effective January 2023. The figures below are annual base rates and do not include locality pay.

2023 GS Pay Increase
OPM's official 2023-GS salary table states that the schedule incorporates a 4.1% General Schedule increase. The table became effective in January 2023.
The 4.1% figure applies to the nationwide GS base salary schedule. Locality pay is handled separately through locality-specific OPM salary tables, so an employee's final locality-adjusted rate should be obtained from the applicable locality table rather than from the base table alone.
How to Read the 2023 GS Pay Table
To find a 2023 base salary, locate the employee's GS grade in the first column and then move across the row to the employee's step. For current rates, see the 2026 GS Pay Scale; for step progression, see GS Step Increases. The salary where the grade and step intersect is the annual base rate.
For example, the official 2023 table lists GS-5 Step 1 at $32,357, GS-9 Step 1 at $49,028, GS-11 Step 1 at $59,319, and GS-12 Step 1 at $71,099.
GS Grades in 2023
The General Schedule uses 15 grades, beginning with GS-1 and ending with GS-15. Each grade contains a separate salary range.
In the official 2023 base schedule, GS-1 Step 1 was $20,999. At the upper end of the table, GS-15 Step 10 was $152,771.

GS Steps in 2023
Each grade contains 10 step rates. Steps provide salary progression within the same grade, but movement from one step to the next is governed by federal within-grade increase rules and is not simply an automatic annual increase through all ten steps.
OPM's 2023 base table lists a regular within-grade amount of $1,079 for GS-5, $1,977 for GS-11, $2,370 for GS-12, and $3,917 for GS-15. OPM marks the within-grade amount as varying for GS-1 and GS-2.

OPM published separate 2023 General Schedule salary tables for individual locality pay areas. Employees covered by locality pay should use the table associated with their official worksite to determine the locality-adjusted annual salary.
Because locality percentages differ by pay area, two employees with the same grade and step could have different payable salaries when their official worksites are in different locality pay areas.

The standard 2023-GS base schedule does not necessarily determine the final payable salary for every federal employee.
