2024 GS Pay Scale
The 2024 General Schedule pay scale provides the official base salary rates for federal employees in GS-1 through GS-15 and Steps 1 through 10. OPM's 2024 base schedule incorporated a 4.7% General Schedule increase and became effective in January 2024. Use the table below to find official 2024 GS base pay before locality adjustments.
2024 GS Pay Scale
The 2024 General Schedule (GS) pay scale is the federal base salary schedule for employees covered by the General Schedule. The official U.S. Office of Personnel Management table contains 15 grades, GS-1 through GS-15, with 10 steps within each grade.
OPM's official Salary Table 2024-GS incorporates a 4.7% General Schedule increase and became effective in January 2024. The amounts below are annual GS base rates and do not include locality pay.

2024 GS Pay Increase
The official OPM Salary Table 2024-GS incorporates a 4.7% General Schedule increase. The new base rates became effective in January 2024.
The 4.7% figure applies to the nationwide General Schedule base salary schedule. It should not be confused with the total change in an employee's locality-adjusted salary. Locality payments are determined separately, so the total percentage increase could differ depending on the applicable locality pay area.
How to Read the 2024 GS Pay Table
Find the employee's GS grade in the first column and then move across that row to the appropriate step from Step 1 through Step 10. For current rates, see the 2026 GS Pay Scale. For step progression rules, see the GS Step Increases guide. The amount where the grade and step meet is the employee's annual 2024 GS base rate.
For example, the official OPM table lists GS-5 Step 1 at $33,878, GS-9 Step 1 at $51,332, GS-11 Step 1 at $62,107, and GS-12 Step 1 at $74,441.
GS Grades in 2024
The General Schedule contains 15 grades, running from GS-1 through GS-15. Higher grades generally correspond to positions with higher levels of responsibility, qualification requirements and job complexity.
In the official 2024 base schedule, GS-1 Step 1 was $21,986. At the upper end of the standard base table, GS-15 Step 10 was $159,950.

GS Steps in 2024
Each GS grade contains 10 step rates. Steps provide salary progression within the same grade. An employee does not automatically move to the next step every year throughout all ten steps; within-grade increases are subject to federal eligibility and waiting-period requirements.
The official 2024 table also provides a within-grade increase amount for most grades. For example, the listed WGI amount is $1,129 at GS-5, $2,070 at GS-11, $2,481 at GS-12, and $4,101 at GS-15. OPM lists the WGI amount as varying for GS-1 and GS-2.

OPM published separate 2024 salary tables for individual locality pay areas. These locality tables incorporate the 2024 General Schedule base increase and the locality payment applicable to the particular pay area.
For example, OPM's 2024 Washington-Baltimore-Arlington table incorporated the 4.7% General Schedule increase and a 33.26% locality payment. OPM reported a 5.31% total increase for that specific 2024 locality schedule.

Special Rates and Other 2024 Pay Schedules
The standard GS base and locality tables do not necessarily determine the payable rate for every General Schedule employee. Certain occupations, agencies or geographic locations can be covered by special rate schedules. For current guidance, see the Federal Special Rate Tables guide.
OPM's 2024 special-rate tables state that an employee covered by a special-rate schedule receives the applicable special rate unless the employee is entitled to a higher rate of basic pay under another authority, such as a higher locality rate or retained rate.
Employees covered by special law-enforcement pay schedules or other special pay authorities should therefore use the OPM schedule applicable to their position rather than assuming that the standard 2024-GS base table represents their final salary.
